Now, more than ever, our lives seem out of control, with governments making decisions for our every move. Have you ever felt like things in your life are out of control? That happens when you allow circumstances to dictate your thoughts and attitudes. You might say, “well, the economy is wreaking havoc on my business.” Or, “this relationship is just too far gone, it’s not worth trying.” My message to you today is “this is the day to take your life back!”
Today’s verse tells us we must take control of every thought which is not a natural idea. We live in this natural realm, but as believers, we are not limited by this natural realm. We can tap into God’s supernatural power. But it starts by making every thought line up with the Word of God, and declaring I’m taking my life back in Jesus’ Name! Hallelujah!
Today, from the government to the church, nobody seems to know what to do, and this confusion sows seeds of fear. By faith today I say take your life back. You may ask how? By taking your thoughts back from secular natural agencies. Don’t allow the enemy to have access any longer. Instead, meditate on the Word of God daily, and allow His truth to sink down deep into your spirit. Let His truth set you free! Hallelujah!

Father, today I choose to take my life back from the enemy and his agencies by taking captive every thought and submitting it to You. We’re living through a time of international crisis. Our systems are falling apart, we’re being separated from friends and loved ones, frightened and unsure as to how life may be about to unfold. “Reality” seems to stagger from one disturbing scenario to another. Information and advice keep changing – nothing holds fast, but the idea that everything is going dreadfully wrong. But if there is a silver lining in this crisis, it could be that the virus is forcing us to use the internet as it was always meant to be used – to connect with one another, share information and come up with collective solutions to vital problems.

An Amazing Fact: In 1967, the United Nations signed the international Outer Space Treaty, which forbids any government from claiming the moon, or any part of space, as their territory. The treaty failed to mention anything about private individuals or corporations, so this left a loophole in international law as big as the expanse of space itself.
In 1980, Dennis Hope of Gardnerville, Nevada, sent letters to the United Nations, the United States government, and the government of the Soviet Union, informing them that he was officially claiming ownership of all planetary and lunar surfaces in our solar system (aside from Earth). So, for over 20 years Dennis Hope has been selling plots of acreage on the moon, Mars, and other heavenly bodies for a pretty reasonable price–about $20 an acre! And he’s been pursuing this not just as a novelty sale but a serious real estate transaction (complete with covenants and bylaws that prevent the unsightly or trivial usage of the property). That averages out at $270,000 a year, selling land on planets he has never been to and that he does not possess. Very clever! Pakistani Christians are in the minority in their country, posing no threat to those who are of the Muslim faith, and yet they are being targeted. Two-and-a-half years ago Christians raised concerns about the growing influence of the Islamic State in Pakistan-government officials ignored their concerns.
Wilson Chowdhry of the British Pakistani Christians Association (BPCA) told CBN News, “Christians are a highly vulnerable and regularly persecuted body of people in Pakistan and justice is hard to come by as families are either forced to accept a bribe under duress in exchange for an acquittal of perpetrators, or face another family member being attacked or killed.”
So when little Saiba’s rapist was sent to jail for 25 years and fined the equivalent of $1300 for the crime he committed in December 2016, Chowdhry described it as a “highly unusual case of justice for Christians.”
The day of the rape, then 2-year-old Saiba was left with her 10-year-old brother at home while their mother and older brother went to work. Mohammed Abbas, a neighbor of the family, knew that the adults were away, so he made his move. He visited the home and asked Daoud, Saiba’s brother, to go to the store and buy him some cigarettes. When Daoud returned home, he found the door locked.
“I could hear Saiba crying and screaming louder than I have ever heard her scream before. I knew there was a problem and banged loudly on the door but no one was opening the door for me,” he recalled.
After about 30 minutes, Abbas came out of the house and took the pack of cigarettes from the 10-year-old boy. He opened the package, lit a cigarette and smiled at Daoud before walking away. The young boy rushed into the home and comforted his baby sister as best as he could until his mother returned from work.
“When my mum came minutes later she cleaned the blood off Saiba’s naked body and wrapped her in a towel. We both hugged her to bring peace to her,” said Daoud.
Two years later, Saiba is suffering from Post Traumatic Stress Disorder (PTSD) and is regularly having nightmares due to her brutal attack.
Due to the brutality of the rape, she suffered massive physical damage to her reproductive organs. The hospital officials who treated Saiba believe that her chances to bear children will be slim to none.
Saiba’a family, who Chowdhry describes as ‘brave and devout Christians’, continue to receive help from their church family as well as the BPCA.
I cannot begin to fathom the pain and trauma that Saiba family is going through, especially Saiba herself, who is now 4 years old. Her legal victory gives hope to other Christians in the Muslim-majority country. As Chowdry says, it is showing the world that Christians are strong and brave people who are willing to fight and stand their ground, even when the odds are against them.
I ask that we include Saiba and her family in our prayers, that Father would heal her both physically and emotionally, and continue to provide for her family in every way possible.

Jesus Hinted at the Secret
Jesus knew how powerful the secret was”¦and yet He only glossed over it. He didn’t delve into it. He didn’t elaborate on it. He just threw it out in the middle of a conversation:
And whoever compels you to go one mile, go with him two. (Matthew 5:41 NKJV)
He knew everybody wouldn’t want it – so He made it available to those that did.
Before I tell you more, please understand this: You can’t change your boss. You’re not supposed to. You’re supposed to change you, and as you change so will your boss. Until I understood that I could not find the secret and you won’t until you do.
So what is the secret?
It’s simple: going the extra mile.
When Jesus shared the secret, He related it to an oppressive custom of the day.
It originated with the Persian government and was later adopted by the Roman government. Under this custom, the king’s messengers had the power to take horses, camels, and men into service against their will. Couriers and messengers were staged in specific locations by the king; if someone were to pass the location the courier rushed out and “compelled” them into service.
Simone of Cyrene was later “compelled” into helping Jesus with His cross.
Rather than quarrel and complain about the treatment Jesus advised otherwise: don’t just comply with the request but exceed expectations in a spirit of love and service. And that’s what I did:
If she asked me to do four things I did eight
If she asked me to have something done by 1:30 pm I had it finished before lunch!
If she needed something done in 20 minutes I did it in 10!
And I did it all with a smile on my face!
Little by little her gruff exterior towards me (I can’t vouch for anyone else) softened, and my influence with her grew. I changed my response to the problem”¦and ended up changing the problem!
The Benefits of the Secret
You benefit by the law of comparison. Most people don’t go the extra mile. They go the first mile and complain all the way there! Some don’t even finish the first mile! When you go the extra mile the spotlight of attention shines favorably on you. And after a while, you soon become indispensable to those around you”¦especially superiors”¦and indispensable employees are always paid more than dispensable ones!
You develop greater leadership qualities. Going the extra develops the habit of the personal initiative–a trait necessary for ANY kind of leadership. As you employ the extra mile your brain looks for more ways to become helpful. Soon you stop waiting for people to tell you what to do–you just do it. You no longer wait for things to happen, you make them happen!
God makes sure you’re compensated fairly. At the end of the day whether we’re salaried or self-employed: we write our own checks! We do this with the service we give to a boss, company, or clients. But even though we write our checks, God is still the Boss. And if the Boss sees you going above and beyond, you can know that He’ll reward you fully.

All around me are troubled hearts. It just seems that around every corner, in every news story, on social media, and in my small little burg hearts are broken, abused, and trampled. Are all of our prayer petitions for naught? Where is God?
Last night at my book club gathering at our local public library, a former student saw me and quickly came in for a big hug. Gosh, how they grow. I said, “You’re a senior now, right?” He told me he was and how he had plans to enters trade school in Nashville, Tennessee this fall. I was over the moon. You see, most of my students were minorities from severely impoverished homes. I preached setting goals, getting an education, and championing poverty. I, myself, was born in the government projects with a struggling mom, an alcoholic father, and four siblings. I so often felt like I was seeing a classroom full of me as I taught. I had figured out the code of breaking the cycle of poverty: God, education, and service. I held a precious key that I hoped they would accept. Sadly, not all of them do.
He then said, “Did you hear about DTay?” A shadow crossed his face. I said, “No, what’s up?” He lowered his head and eyes and replied, “They found him dead and beaten to death on Old Mill Road by the tracks down from the Eastside.” My heart crumpled within my chest. Only 18 years old and a life tragically ended. These things shouldn’t happen in rural, small towns in Tennessee like mine, but they do. It is a statistical fact. In the U.S., black males ages 15-34 number one killer is a homicide. My heart is troubled. We hugged again and I told him to get his education and my prayers were with him and all my students until my last breath.
This morning I opened my devotional to begin my day. The first verse was John 14:1 “Do not let your hearts be troubled.” I felt like Thomas. I’m lost and I do not know the way out of this mad, mad world that young men die so brutally and often. Let’s not forget cancer, addictions, the shrinking middle class, divorces, and abject poverty. Then I heard, “I am the way. I’m always with you. I’ve gone before you to create a better place. There are many rooms in my Father’s house.” I took a deep breath remembering my student. I know that those rooms are for lost youth, broken people with addictions, and those who struggle to eek by on this earth. My joy has always come from knowing God is for and with me. This isn’t our last stop. If you have a troubled heart today, I urge you to say a simple prayer, “God help me.” God is within those banged up hearts, just open your heart to Him.
Millions of Chinese identify themselves with Christianity a reality that President Xi’s administration is fighting hard against. The number has increased gradually and this is seen as a threat to the government which is officially atheist and its power is being put to test.
Under the presidency of Xi Jinping, the government launched a number of initiatives to control and at times limit Christian followers. Chinese Communist Party (C.C.P.) is up in arms to control and fight Christianity. The government constraints and controls religious freedom. Why is the government determined to rob people of their free will to worship?
We are blessed that we have the freedom of worship to our Lord anywhere, anytime and anyhow with no one monitoring of our doings unlike In China where Christians have been pushed to worship underground. China ranked 10th as a country where it is most hard and risky to practice Christianity according to Open Doors, a U.S. based Christian non-profit that traces the persecution of Christians worldwide.
The Lie
Psalms 103:2-3 says, Praise be to the Lord, my soul, and forget not all his benefits-who forgives all your sins and heals all your diseases.
The Chinese government has been persuading Christians to pull down the pictures of our Lord Jesus Christ and replace them with the photographs of president Xi Jinping.They have also gone ahead to tell them about how Jesus won’t drag them out of hardships or cure their ailments which we all know it’s a lie from the devil!
Our God is able to do exceedingly, abundantly above all we have asked for or imagined.
The Christianity crackdown
Over the past 4 decades, there has been a tremendous increase in Christian believers and this has not gone down so well with the government. The Chinese Communist Party is on guard lest Christians invade the country and that’s why they have opted to restrict and put a barrier to free worship. With the crackdown this is what they’ve opted to do against the Christians;
1. The Communist party was very daring in visiting Christians households in Jiangxi Province, removing by force dozens of Christian symbols and images of Jesus from their living rooms and substituting them with the communist president.
2. Bible online sellers like Amazon has been banned so as to suppress Christianity.
3.The government has destroyed churches under president Xi Jinping.The blowing up of the Christian megachurch with dynamite shows how the government has no respect for religious freedom or human rights.
4. Churches across the Zhejiang province were forced to remove their crosses and the government set new limitations that believers must have government approval.
5. Detention of believers, hindering entry to places of worship and interfering with gatherings has forced many Christians to go underground.
6. The Chinese government has actively and openly been popularizing Buddhism and Taoism, as well folk religions while restricting the spread of Christianity.
7. Preachers have also been coerced to show their loyalty to the communist party and have taken to applauding president Xi Jinping and combining party propaganda into their teachings.
8.The new law that took effect on February 2, 2018, says will charge penalties on organizers or unofficial religious happenings and stop them from basic duties like receiving handouts, providing spiritual information online, or teaching children.
9. The Chinese government has lifted up the presidential term limits-you guessed it right on what this means for the church. Lifting up the term limit is a way of allowing the Communist party to suppress the spread of Christianity.
This has forced many Christians to go underground and some members are reluctant to confess their faith. Forcing the removal of crosses from the churches where the preachers could not agree to it, they opted to go underground for the fear of further punishment.
Acts 1:8 says, but you will receive power when the Holy Spirit comes on you, and you will be my witness in Jerusalem, and in all Judea and Samaria, and to the ends of the earth.
“By 2030, China will almost certainly have more Christians than any other country and the Communist party is very alarmed.” Says Fenggang Yang.
With this power given unto us, we can change anything and even make things happen. Let us unite as Christians and pray for our brothers and sisters in China and every corner of the world where Christians are being attacked for practicing their faith.
As Christians, we are blessed to have the Holy Spirit to empower and give us power and authority. In countries where we have the freedom of worship, let’s spread the gospel of our Lord Jesus Christ even to the unchurched.Share the word of God to everyone who cares to listen and save their souls from death.
“The Counter-Extremism Strategy says that out-of-school religious institutions teaching children would be forced to register so that they can be inspected.
“Let us be clear: we strongly support Government efforts to defeat terrorism. Any terror attack should lead us to pray. The Bible also tells us in 1 Timothy 2 to pray for “all those in authority”.
However, an outcry by Christians over plans to register and inspect Sunday schools is forcing the Government to “tread carefully” over the matter earlier in this year.
“The British Government consulted on giving Ofsted legal power to investigate any setting in England that provides instruction to children for more than 6 to 8 hours in any week. The consultation closed on Monday 11 January 2016.”
Ofsted in Churches
Many churches will be caught because children can attend multiple events in one week. In addition to Sunday school, a particular child could also attend a baptism or confirmation class, choir practice, and even a youth group. The time across all groups will be added together (‘aggregated’) to give the total time a child spends under instruction by the church. One-off events such as holiday Bible clubs would also be counted.
“Breaches could lead to groups being closed down or individuals being banned from working with children.”
If a child may exceed 6 hours’ attendance every week, or just for some weeks of the year registration is triggered in both cases. This results in all activities, including the Sunday school, being subject to potential ongoing inspections.
We are concerned that these misguided responses to extremism threaten to take away vital freedoms from law-abiding people, and seriously undermine the religious liberty of Christians.
Equality Oath
The Government and Parliament have an extremely difficult job ahead. There is no doubt that Islamist terrorism poses a very serious threat.
We strongly support efforts to combat terrorism and the ideologies which underpin it, but it is vital that the Government’s political response is focussed on the root cause of these attacks and that Christian freedoms and the civil liberties of innocent British citizens are not jeopardized.
The Government before the election was considering introducing an ‘Equality Oath’ that doctors, social workers, teachers, and other public office holders would be forced to swear, pledging to uphold ‘British values’.
But forcing people to sign up to a particular Government’s view of equality would be dangerous and illiberal. Sections of the press have already warned that it would deny the right to dissent.
Ofsted Inspection U-turn
“Christians have already been urged not to celebrate Sunday school inspection u-turn too soon.”
Simon Calvert, deputy director for public affairs at the Christian Institute, said:
“If the government wanted to go ahead with some kind of regulation and inspection system, it could do that without the need for a counter-extremism bill. We have to be on the alert.”
A Whitehall source was quoted by the Observer newspaper as saying the bill was “sinking without a trace” and it’s understood the proposed legislation will be quietly set aside. A Home Office spokesperson said: “Legislation to tackle extremism is being considered within Government. We will consult fully on any legislation before it is introduced.”
‘Keep Historic Freedoms’
Christians need to contact their MPs and urge them to defend the historic freedoms this country was built on.
In the year ahead let’s do as the Bible says and pray for “all those in authority, that we may live peaceful and quiet lives in all godliness and holiness”.
LONDON — Nearly two years ago, the “Commission on Religion and Belief in British Public Life” published a report on the role of religion in society. The paper made it clear that Britain is no longer a Christian country in any meaningful sense and should be systematically de-Christianized due to the decline of church-going and the rise of Islam and other beliefs.
Britain Is No Longer A Christian Country
The commission has attracted particular controversy because of the authority of those behind it. Patrons include Rowan Williams, the former Archbishop of Canterbury; Lord Woolf, the former chief justice; and Sir Iqbal Sacranie, the former general secretary of the Muslim Council of Britain.
“Britain is no longer a Christian country and should stop acting as if it is, a major inquiry into the place of religion in modern society concluded in 2015, provoking a furious backlash from ministers and the Church of England.”
The report triggered a argument as it was condemned by cabinet ministers as “seriously misguided,” while the Church of England said it appeared to have been “hijacked” by humanists.
Remarkably, the overall decline of religion in Britain has coincided with the arrival of three million migrants who tend to have more religious belief than British Christians. In particular, the visual impact of Islam, most obviously expressed in the proposal for a 9,000-capacity ‘super-mosque’ in east London that was rejected by planners about 18 months ago, might give the impression that migration has brought a religious revival to Britain.
You Can’t Throw the Baby Out With the Bathwater
Inevitably, the question of what is to be done about our national Christian institutions will soon arise. Is it appropriate that we are still invited to swear on the Bible in court?
Down The Inquiry Rabbit Hole
The Commission on Religion and Belief in Public Life document said that faith schools are “socially divisive” and the selection of children on the basis of their beliefs should be phased out. The report claimed that the number of Church of England bishops in the Lords should be replaced with imams, rabbis and other non-other non-Christian clerics as well as evangelical pastors. The report also backde moves to cut the number of Church of England bishops in the Lords and give places to imams, rabbis and other non-other non-Christian clerics as well as evangelical pastors. It also recommended that the coronation service for the monarch ought to be overhauled to include other faiths and that thought for the Day on BBC Radio 4’s should include non-religious messages. And it recommended new protections for women in Sharia courts and other religious tribunals — including a call for the government to consider requiring couples who have a non-legally binding religious marriage also to have a civil registration. Most controversially, perhaps, the report also called for a rethink of anti-terror policy, including allowing students to voice radical views on campus without fear of being reported to the security services.
Some will find this sad, others as a sign of progress, but the greater majority will view it with indifference.
Educating The Public
Given all that, why do Christians in the country have so much political and educational power?
“England has an established Church. Its bishops sit in the House of Lords. The Queen is both head of state and also supreme governor of the Church of England. One of the monarch’s titles is Defender of the Faith.”
Because of this, Work and Pensions Secretary Iain Duncan Smith has told the Daily Telegraph that claims the UK was not a Christian country ignored “both historical and constitutional reality”, its not fact. The Bible features heavily in the architecture and decoration of the Houses of Parliament, paying silent tribute to its significance in English jurisprudence. Most British law is ultimately derived from the codes of law within the Bible, of which the Ten Commandments is pre-eminent.
“The Equality of All People Before The Law is Another of The Bibles Legacies.”
In short the social institutions and safeguards, as well as many of the benefits people take for granted, were supported by the understanding of human life which was found within the Bible. In this sense, the foundations of Britain’s culture and society can truly be said to be biblical.
The report is dominated by the old-fashioned view that traditional religion is declining in importance and that non-adherence to a religion is the same as humanism or secularism.
Today, as people are facing ever more clearly the perceived threats of global war, the Bible, with its vision of man’s position within creation and responsibility under God to care properly for it, still has a major contribution to make to the future of all humankind.
Global resourcing specialist BPS World has warned that one of the main challenges facing employers in the UK in 2017 will be the impact of Brexit on the ability to attract talent, particularly in the high-value digital, technical and engineering industries where recruiters are already struggling with severe skills shortages. This follows the publication by BPS World, of: “Brexit: What the World is Saying” which, for the first time, researched the global impact of Brexit and how other countries believe it will impact on skills.
Simon Conington, Founder of BPS World, has urged the government to ensure that the UK continues to have access to skilled professional from Europe, particularly in the sectors where there are already skills shortages, or face a sharp decline in the UK’s ability to compete.
Although the UK will not be leaving the EU until 2019 we can expect an announcement this year on the shape of Brexit and what it will mean in practice.Under so-called ‘hard-Brexit’ freedom of movement would be restricted and it would be as difficult for talent to be recruited from France as from the US. It is this that alarms those at the sharp end of skills shortages, such as BPS World. Recruits themselves are already showing signs of being aware of these new competitive forces: research revealed that almost half (48 per cent) of UK jobseekers were more concerned about finding a job than before the referendum.
Last year BPS World spoke to business leaders, representative bodies and professionals in the recruitment and retention sectors in Europe, India, Australia and the USA. The research focussed on the sectors most affected by skills shortages in the UK and overseas. It is in these sectors that the impact of Brexit and any restrictions or changes to work permits, is likely to be most keenly felt.
One of those they spoke to was Marco Dadomo, from the Verein Deutscher Ingenieure (VDI, Association of German Engineers) in Düsseldorf: “As we know, Britain has already problems finding enough specialists in this sector. Brexit will make it less attractive for international experts to work in Britain for a British company. We have also heard that quite a lot of UK experts of different sectors plan to leave Britain when Brexit will be implemented.”

“2017 is going to be a pivotal year for the UK economy. The decisions the government makes now on the implementation of Brexit will affect our ability to attract the talent we need to grow. The impact will be felt immediately as talent will not come to the UK if they know they will have to leave within two years.We urge the government to continue to ensure we have access to skilled people, particularly in sectors where we’re already struggling to find the talent we need.”

“This review of the international community’s fears and needs following the EU referendum contains warnings about the challenges employers could face in the future. The prospect of skill and talent shortages intensifying in higher-end sectors is a huge concern. The government must ensure that any changes to immigration policy as a result of the EU negotiations reflect immediate labour market needs so that businesses can continue to grow.”

Chancellor George Osborne and Justice Secretary Michael Gove unveiled the major new prison reform programme including plans to build 9 new prisons in last year’s spending review, with five of the new prisons to be open before the end of this parliament. The government will also expand existing prisons in Stocken and Rye Hill.
Giddings said “he was hoping to instil the Argent ethos of “more collaboration” with construction suppliers into the government’s approach to procuring prisons.”
Giddings will provide support in the provision of management, technical capability, and systems to manage the planning, design, procurement, and delivery of the construction of the new prisons.
Giddings said “He understood the £1.3bn of funding was ring-fenced and highly unlikely to be threatened by recent political and economic turbulence.” and “admitted the prisons programme timetable was “challenging”, with sites still to be acquired, but he said the aim was to be on site with at least some by the end of the year.”
The new programme will apparently modernise the prison estate to make it even more efficient, safer and focused on supporting prisoner rehabilitation while selling aging, inefficient prisons on the prime real estate to free up land for new homes.
But would God Use Prisons to Rehabilitate?
Imprisonment is littered throughout Scripture. As a young man, Joseph was thrown into prison in Egypt (Gen. 39:20). Samson, after having his eyes put out, was made to work in a grinding mill prison house of the Philistines (Jdg. 16:21). Jeremiah spent many of his days in the “court of the prison” (Jer. 32:2).
The modern prison system borrows ideas from the Catholics and Quakers—two different sects of Christianity. But does this mean prisons are biblical? Not exactly, the above examples all occurred in nations not governed by God.
Britain’s Old Prison System
Britain used to punish criminals through swift execution of verdicts, which were generally performed publicly to bring shame and humiliation to the perpetrator and prevent similar crimes from occurring. Typical sentences involved being whipped or a stint in the stockades.
Jails did exist, but they were only used to hold criminals awaiting trial and sentencing. However, the elite in the UK soon saw this system as archaic and inhumane and was determined to improve it through a complete overhaul.
In this newer system, men were placed in a tiny cell and given only a Bible to read. This marked a move toward imprisonment as the primary form of punishment.
Not Much Has Changed in Modern Prisons
Today’s prisons have three basic objectives: punish a criminal by taking away his time, remove him from society (in an attempt to reduce crime as well), and rehabilitate inmates to become functional members of society upon release.
The problems inherent with this system have remained the same for years: recidivism (repeated relapse into criminal acts), overcrowding, cost and, most telling—despite the large amounts of funding—the utter inability of the system to contain crime.
It is claimed that super-prison development will also allow over 3000 new homes to be built, boosting house building in urban areas and helping thousands of working people achieve their dream of owning a home. The Victorian prison site at Reading will be the first to be sold.
By investing in the prison estate, the government said it will reduce running costs in prisons by £80 million a year. The new prison investment will also fund video conference centers, allowing up to 90,000 cases to be heard from prison instead of court.
According to Justice Secretary Michael Gove, “currently half of criminals re-offend within one year of being released, and nearly half of all prisoners go into prison without any qualifications.”
The Government has also claimed that the prison programme will reduce reoffending through creating the physical conditions for Governors to achieve improved educational, training and rehabilitative outcomes, and aims to reduce the cost of transporting prisoners between courts and prisons. This builds on the probation reforms undertaken in the last Parliament, which will reduce the costs of the system and reinvest them into extending probation support to 45,000 short-sentence offenders for the first time, to tackle reoffending.

Around 10,000 prison places will move from outdated sites to the new prisons, significantly improving rehabilitation.
There is little doubt in most societies and religious traditions that prison is necessary for this sin-sick world, however, this is still not what God intended.
While modern prisons are plagued with mounting problems, God’s Way involves swift sentencing and swift punishment.
“God” of Modern Prisons
There is one future case, though, in which God will use a sort of “supermax prison” for His own purpose. A sentence for someone He deems unfixable—but whose imprisonment will yield tremendous results!
The Nigerian construction industry is mostly concerned with the development and provision of projects such as roads, bridges, railways, residential and commercial real estates, and the maintenance necessary for the socio-economic developments contributes immensely to the Nigerian economic growth (Bureau of Statistics, 2015). Butcher and demmers (2003) described projects as an idea which begins and ends by filling a need. However, a project fails when its idea ends without meeting the needs and expectations of its stakeholders.
Nigeria Has Become the World’s Junk – Yard of Abandoned and Failed Projects worth Billions of Naira!
Hanachor (2013), revealed that projects form part of the basis for assessing a country’s development. However, a damming report from the Abandoned Projects Audit Commission which was set up by the Ex-President Goodluck Jonathan in 2011 revealed that 11,886 federal government projects were abandoned in the past 40 years across Nigerian (Abimbola, 2012). This confirmed the assertion by Osemenan (1987) “that Nigeria has become the world’s junk –yard of abandoned and failed projects worth billions of naira”.
Abandoned projects including building and other civil engineering infrastructure development projects now litter the whole of Nigeria.
Physical projects do not only provide the means of making life more meaningful for members of the community where the projects are located, successful projects also result in empowerment and collective action towards self improvement (Hanachor, 2013).
This Issue of Abandonment Has Been Left Without Adequate Attention for Too Long, and Is Now Having a Multiplier Effect on the Construction Industry in Particular and the Nigeria’s National Economy as a Whole. (Kotngora, 1993)
PROJECT FAILURE
Project Failure might mean a different thing to different stakeholders. A project that seemed successful to one stakeholder may be a total failure to another (Toor and Ogunlana, 2008). Some stakeholders, more especially the project users and some private owners, think of failed projects as a situation where a completed building project collapsed, a situation where by a completed dam project stopped working after few days of completion, or a completed road project that broke down after few months of completion. Other experienced stakeholders, such as engineers and architects conform to the iron triangle by Atkinson (1999) which states that the most strategically important measures of project failure are “time overrun”, “cost overrun”, and “poor quality”.
Turner (1993) noted that a project fails when the project specifications are not delivered within budget and on time;the project fails to achieve its stated business purpose; the project did not meet the pre-stated objectives; the project fails to satisfy the needs of the project team and supporters; and the project fails to satisfy the need of the users and other stakeholders. Lim and Mohamed (1999) cited in Toor and Ogunlana (2009) clarified that there are two possible view points to project failure namely; the macro-level and the micro-level. They further explained that the macro view point reviews if the original objectives and concepts of the project was met. Usually the end users and the project beneficiaries are the ones looking at the project failure from the macro view point, where as the project design team, the consultants, contractors, and suppliers review projects from a micro view point focusing on time of delivery, budget, and poor quality.
In the early 1990s, the failure as well as the success of any project was determined by the project duration, monetary cost, and the performance of the project (Idrus, Sodangi, and Husin, 2011). Belout and Gauvrean (2004), also confirmed that the project management triangle based on schedule, cost, and technical performance is the most useful in determining the failure of a project. Moreover, a project is considered as an achievement of specific objectives, which involves series of activities and tasks which consume resources, are completed within specifications, and have a definite start and end time (Muns and Bjeirmi 1996, cited in Toor and Ogunlana, 2009). Reiss (1993) in his suggestion stated that a project is a human activity that achieves a clear objective against a time scale. Wright (1997) taking the view of clients, suggested that time and budget are the only two important parameters of a project which determines if a project is successful or failed. Nevertheless, many other writers such as Turner, Morris and Hough, wateridge, dewit, McCoy, Pinto and Slevin, saarinen and Ballantine all cited in Atkinson (1999), agreed that cost, time, and quality are all success as well as failure criteria of a project, and are not to be usedexclusively.
FACTORS OF PROJECT FAILURE
Cookie-Davies (2002) stated the difference between the success criteria and the failure factors. Hestated that failure factors are those which contributed towards the failure of a project while success criteria are the measures by which the failure of a project will be judged. The factors constituting the failure criteria are commonly referred to as the key performance indicators (KPIs).
Timeand Cost Overrun
The time factor of project failure cannot be discussed without mentioning cost. This is because the time spent on construction projects has a cost attached to it. Al-Khali and Al-Ghafly, (1999); Aibinu and Jagboro, (2002) confirmed that time overrun in construction projects do not only result in cost overrun and poor quality but also result in greater disputes, abandonment and protracted litigation by the project parties. Therefore, focus on reducing the Time overrun helps to reduce resource spent on heavy litigation processes in the construction industry (Phua and Rowlinson, 2003). Most times, the time overrun of a project does not allow resultant system and benefits of the project to be taking into consideration (Atkinson, 1999). Once a project exceeds the contract time, it does not matter anymore if the project was finally abandoned or completed at the same cost and quality specified on the original contract document, the project has failed. Furthermore, Assaf and Al-Hejji, (2006) noted that time overrun means loss of owner’s revenue due to unavailability of the commercial facilities on time, and contractors may also suffers from higher over heads, material and labour costs.
Poor quality/Technical Performance
The word “Performance” has a different meaning which depends on the context it is being used and it can also be referred to as quality. Performance can be generally defined as effectiveness (doing the right thing), and efficiency (doing it right) (Idrus and Sodangi, 2010). Based on this definition of performance, at the project level, it simply means that a completed project meets fulfilled the stakeholder requirements in the business case.
CAUSES OF PROJECT FAILURE
A lot of research studies have investigated the reasons for project failures, and why projects continue to be described as failing despite improved management. Odeh and Baltaineh, 2002; Arain andLaw, 2003; Abdul-Rahman et al., 2006; Sambasivan and Soon, 2007; all cited in Toor and Ogunlana, 2008, pointed out the major causes of project failures as Inadequate procurement method; poor funding and availability of resources; descripancies between design and construction; lack of project management practices; and communication lapses
The contract/procurement method
A result obtained from two construction projects which were done by the same contractor but using different procurement methods showed that rework, on the design part which occurs when the activities and materials order are different from those specified on the original contract document, makes it difficult for the project to finish on the expected time (Idrus, Sodangi, and Husin, 2011). This is as a result of non-collaboration and integration between the design team, contractor, and tier suppliers. The rework on the design portion has a huge impact on project failure leading to the time overrun. The traditional method of procurement has inadequate flexibility required to facilitate late changes to the project design once the design phase of the construction project has been concluded.
Nigerian most widely used procurement method is the traditional method of procurement (design-bid-construct) which has been confirmed to be less effective to successfully delivery of a construction project (Dim and Ezeabasili, 2015). And, the world bank country procurement assessment report (2000) cited in Anigbogu and Shwarka, (2011) reported that about 50% of projects in Nigeria are dead even before they commence because they were designed to fail.
The way the construction projects are contracted, in addition to the way the contracts are delivered, contributes to the causes of projects failure. Particularly, among the methods of project contracting is lump-sum or a fixed-price contracting method, in which the contractor agrees to deliver a construction project at a fixed price. The fixed-price contract can be low-bid or not however, once the contract cost has been agreed upon the contract award, it cannot be changed. And, contractors are expected to honor and deliver the contract agreement, failure to do so can result in a breach of contract which can result in the contractor being prosecuted.
Awarding a contract to an unqualified personnel also contributes to project failures. When a contractor places more emphasis on money and the mobilization fee after a construction project has been initiated instead of getting the right workforce and skilled professionals that will execute the project. Instead the workforce chosen will often not be base on competence and required skills rather it will be based on availability. Moreover, poor strategy and planning by contractors who have overloaded with work also contributed to one of the causes of project failure.
Poor funding/Budget Planning
A lot of public projects in the Nigerian construction industry failed as a result inadequate funding, and the difference between the national annual budget and the budget actual released. Most of the Nigerian public projects are signed even before the actual release of the national budget. The difference in budget of the contracted project and the actual budget release can get the contracted company stuck as a result of inflation of prices, scarcity of construction material at the time of the budget release and mobilization to site. Also un-planned scope of work which can be as a result of the contractor working on another contract when he is called back to mobilization to start work. Moreover, poor budget planning is a regular mistake made by some contractors by not undertaking feasibility assessments before starting the design. The construction project should be planned according to the available resources and not according to the unrealistic expectations a client has in mind.
Discrepancies Between the Design and Construction
Limited collaboration between the contractors, engineers, and the architect results in discrepancies between the project designs and construction on site, and further leads to rework. Changes on a project designs, and changing to the scope of work in the middle of construction processes on site can be dangerous, and can lead to time overrun, increase in cost, and most of all can lead to abandonment. Moreover, many cases have been seen where the designs from the architects are not buildable on site, whileIn some cases, most contractors are unable to adequately specify the scope of work for the construction processes on site. Therefore any default on the design by the architect can be an opportunity for the contractor to make more money which might cause the project duration to exceed the time specified on the contract document.
RESEARCH METHODOLOGY
This research starts with a general reasoning or theory which says that the major cases of project failure in the Nigerian construction industry are defined based on time overrun and cost overrun. The findings from the data analysis will help on the decision to accept the theory or not. The research data was collected from the progress report for the month ending of October, 2015 published by the Nigeria of Federal Ministry of works on thirty-nine on-going highway construction projects at the South-South geopolitical zone. The table 1 below shows the information on the data collected which comprises of the project title, contract Number, project description, the contractor that was awarded the projects, the date of project commencement, date of completion and the extended date if any. The scheduled time for each project was specified as follows: project commencement date labeled as “a”,project completion date labeled as “b”, and the extended date labeled as “c”.
DATA ANALYSIS
The data analysis was done with the use of Microsoft excel. The analysis started by obtaining the number of days between the date of commencement of each project and the date of completion to show the duration of each highway project. And, the number of days between the project completion date and the extension date showed the time-overrun. The project duration and the extended days were obtained with the use of NETWORKDAYS function in Microsoft Excel which calculates the number of working days between two dates excluding weekends and any dates identified as holidays.
The standard deviation between the specified project duration for each highway projects and the extended days was calculated to obtain the extent to which each highway project contract failed on its time of delivery. This was denoted as the degree of failure. The table 1 above showed the projects ranking which was done based on the degree of failure of all the highway projects. The highway projects that were ranked from one to sixteen have low degree of failure and are represented with green color, while the rest are those with high degree of failure and are represented with red color.
FINDINGS
The findings made showed that the successfully completed highway projects have no extended days or time overrun, and the successful on-going highway projects are still on schedule and have no extended days unlike the on-going highway projects that have already failed as a result of the extended dates. Other projects have been abandoned because they have exceeded the delivery date as specified on the contract document, and have no extended date of completion. Thus, no work is going on.
Figure 2 above showed that 14% of highway projects are still on-going projects because they have not exceeded the original date of completion as specified on the contract document. However, they are heading towards failure because they have been given an extended date of completion which can be as a result of some critical activities running behind schedule, causing delay on the critical path network of the projects. Moreover, the other 86% completely failed because they have exceeded their completion date specified on the contract document.
The figure 3 above showed that 63% of the successful highway projects are still on-going because they have not exceed their completion dates, and they are not yet completed. However, those on-going highway projects might end up as failed projects as a result of poor funding, discrepancy between the design and the construction on site, and conflict between the construction parties or stakeholders.

CONCLUSION AND RECOMMENDATION
The idea of knowing what a failed project is, the factors and the causes is very important in project management. Success in project management can neither be achieved nor measured without the knowledge of project failure, its factors, and causes in the Nigerian construction industries. This work has shown that project failure is as a result of exceeded time of delivery, cost overrun, and poor quality. However, the analysis was only done based on exceeded time of project delivery because of the nature of the data collected.
This work suggested a few approaches to help reduce the number of failed projects in the Nigerian construction industry if properly implemented. Firstly, Having good collaboration between the project stakeholders involved in a construction project at the early stage of project conception is most important in order to accomplish the project objectives, and deliver the project on time, within budget, and quality specified on the original contract document (Othman, 2006).
Secondly, Adopting the ISO 9000 technique which is used for quality management will also help in achieving a successful project delivery. This technique states “ say what you will do, and do what you said” or “say as you will do it, and do it as you said”. This technique is not an indication of high quality but it promotes control and consistency which leads to specialization, and improved productivity and quality. Also, adopting the principles of lean construction will help to reduce waste within the construction and stream-line activities in order to improve the on-time delivery of projects.
Thirdly, Learning from the precedent failed projects, how those projects failed, and the reason for their failures. This will help the project manager to plan and mitigate the risks of project failures in the future. And, finally, more seminars and workshops will help to educate and enlighten clients (the federal government representatives), users, contractors, engineers, and architects on what is project failure, the factors that contributes to abundant failed projects, and their causes.

LONDON – The debate over the £19 billion scheme for the third runway at Heathrow airport has been a long-running row which has grown into fierce opposition within the last couple of months.
We shall not be moved, Heathrow Airport management has stuck to its original course of action, while ignoring constant protests and public discontent and insists that expanding Heathrow will provide the growth, jobs, experts, and connections to make Great Britain greater still.
Sir Richard Branson Urges Heathrow Expansion, and Says “Britain Is ‘being Held Back Massively”.
The billionaire founder of the Virgin Group has accused politicians of neglecting to back the expansion project at Heathrow because they are more concerned about their own jobs rather than doing “what is right for the UK”.
The entrepreneur, Sir Richard Branson urged the Government to be ” bold and brave on big infrastructure decisions like this”.
Hounslow Council, on the other hand, has been accused of “throwing in the towel” over the Heathrow expansion after it promoted the “opportunity of a third runway”. In response, Hounslow Council leader Steve Curran stated its stance on Heathrow had not changed but said it needed to be prepared if the government approves the recommendation for a third runway later this year.
Meanwhile, twelfth century St Mary the Virgin sits right in the middle of flight paths in the village of Harmondsworth, Middlesex and under blueprints for the expansion of the airport, most of the buildings in the village will be demolished but the 951-year-old grade II listed church will be spared. Protesters say there would no longer be anyone to use it.
Worshippers have already prayed at a Service of Hope that the Government will reject Heathrow’s expansion plans.
Amid mounting concerns and opposition from the whole community Justine Greening, the International Development Secretary predicts the government will ditch the £16bn plan for a third runway at Heathrow.

London Mayor Boris Johnson has been a vehement opponent of Heathrow expansion and has said
that the New Heathrow runway will negatively affect public health. In his report ‘Landing the Right Airport’ presented in March, Boris Johnson evaluated damages caused by the new runway to be between £20bn to £25bn during the next 60 years.
Both Zac Goldsmith and Sadiq Khan, respective Conservative and Labour candidates to succeed Mr. Johnson are also on the bandwagon and are campaigning against a third runway. This controversial debate has also resulted in Downing Street issuing an instruction to ministers asking them not to discuss the proposed third runway at Heathrow airport.

The commission, which was ordered by the government coalition, stated that the Heathrow expansion is ‘the best answer’ to easing the pressure on the UK’s crowded air terminals and that it will not increase noise above current levels, but will generate up to £147 billion in GDP impacts over 60 years.
Furthermore, if the plan for the third runway is approved, it will provide 740,000 flights a year, putting it on equal footing with Paris, Frankfurt, and Amsterdam.
A decision on whether to build a third runway at Heathrow Airport has been delayed until summer 2016, the government has confirmed.

London School of Economics Professor Tony Travers Said: “the London Infrastructure Plan Is a Necessary Step Towards Understanding the Needs of the ‘10 Million City’ Which London Will Soon Become.
Transport is the biggest focus of the “London Infrastructure Plan 2050” as the population hit 8.5 million in 2014 the largest it has been since 1939. By 2050 it is predicted to exceed 11 million, growing at a rate of 41,000 a year.
Some infrastructure project proposals are already in development, others may not be approved at all, however, these are some transport developments suggested for London by 2050.

New Tube trains, which allow better access for customers, are being rolled out on the Circle line as part of the introduction of 53 new trains on both the Hammersmith & City and Circle lines. By the end of 2016 there will be a total of 191 walk-through, air-conditioned trains covering 40% of the Tube network running on the District,Circle, Metropolitan and Hammersmith & City lines.
2. Inner orbital tolled tunnel, £15bn-25bn
Mayor sets out plan for 22-mile ring-road tunnel under London, which is considered by many to be one of the most ambitious infrastructure scheme ever proposed in the city.
The tunnel will cost an estimated £30 billion to construct and will remove tens of thousands of cars from the crowded streets of London and avert traffic gridlock. With subterranean dual carriageways linking key routes, from the A40 Westway to the A12 in the east, and the A1 route north to the A2 running south.
London Major Boris Johnson, who commissioned work to develop the idea, believes it could dramatically improve quality of life for residents. He said: “I would love the views of Evening Standard readers on this. There are big arguments in favour. There are obviously arguments against.”

3. Northern Line extension, £1bn
Works commenced on London Underground’s £1bn Northern Line extensionfrom Kennington to Battersea via Nine Elms in the UK in 2015.
Tunnelling work is scheduled to start in early 2017 and will take six months to complete, while the project is expected to be completed in 2020.
The project will reduce journey times to the West End and the city to less than 15min.
4. Cycle Super Highways, £2bn- £4bn

The route, which links Barking, Canary Wharf and Tower Hill to Westminster, will open less than a week before his term is set to end.
Chris Boardman, the former Olympic champion and policy advisor to British Cycling, said: “This YouGov poll shows us, yet again, that the vast majority of the public want to see more cycle tracks on main roads.
“If this kind of evidence isn’t enough to give politicians and transport authorities the confidence to act, I don’t know what is.”
Last month, Boris Johnson pressed ahead with plans for three cycle superhighways.
5. Bakerloo and Overground extensions, £2.5bn-3.5bn
The extension of the Bakerloo line could help regenerate South East London from Old Kent Road to Catford, improve routes into London and relieve congestion on the main rail services into London Bridge.
6. Crossrail 2 and 3, £23bn- £30bn
TRANSPORT chiefs say it is “full steam ahead” for Crossrail 2 after the Government made an £80million pledge towards the project – but it will be months before passengers find out if a station will be built at Balham or Tooting.
Construction work is due to begin on the rail link in the early 2020s, which would enable the service to be operational by 2033.
7. New Stations, £500m and 24/7 Night Tube service
New stations at Cricklewood, Beam Park in Rainham and Thames Wharf could be built to support redevelopment in these areas. It has also been claimed that night services on the Piccadilly, Central, and Northern Lines are then due to start in September, with all major lines being served by the weekend night tube by September 23.
8. Another channel tunnel, £1bn
The “London Infrastructure Plan 2050″ suggests an additional cross-channel rail tunnel would provide high speed links from the UK to the rest of Europe for passengers and freight.
9. 13 new crossings in London, £1-2bn
The vision for east London includes 13 proposed new river crossings include Gallions-Thamesmead, Belvedere-Rainham, Woolwich- Royal Docks to replace the Woolwich Ferry, as well as the Silvertown tunnel.
Boris Johnson states “By creating more links between the north and south of the river, we won’t just improve day-to-day travelling across the capital, we’ll unlock areas for development and create thousands of jobs and homes.

Thames Estuary Airport
10. Thames Estuary airport, 18bn-25bn
A new Thames Estuary Airport has been proposed at various times since the 1940s. Economic considerations have ruled out a new coastal airport, while political considerations have ruled out a new inland airport,leaving planners with an as-yet-unresolved dilemma.
‘Bizarre proposal’ states Rehman Chisthti, MP for Gillingham and Rainham “The airport in the estuary was not the right thing do so we all worked together to oppose it. It’s really good news and we’re really pleased that common sense has prevailed.”
However,Boris Johnson refloats idea of Thames Estuary airport 18 months after it was rejected by Airports Commission. Mr Johnson believes a hub in the east of the capital would offer around double the number of long haul and domestic routes served by Heathrow while exposing 95 per cent fewer people to significant aircraft noise.
‘Grain isn’t the answer’ states Rodney Chamber, Leader of Medway Council “We have said all along that it should never have even been considered as it would have resulted in the mass destruction of habitat and wildlife that could never be replaced.”
Prefabricated homes have been available for years and date back at least a century. The Sears Roebuck index made and offered prefab homes to the public as early as 1908, and Prefab was later explored by famous twentieth-century architects, such as, Walter Gropius, Le Corbusier, Marcel Breuer, Frank Lloyd Wright, who saw the method as a likely solution to the dilemma of housing in modern society. Interest in Prefab grew in the first half of the twentieth-century, with the outburst of manufacturing expertise and the creation of the assembly line.
Historically the mention of prefabricated houses invokes memories of housing built to cover in the temporary a deficiency of housing in the UK following the World Wars.
The Government promised ‘homes fit for heroes’, however, negative public attitudes surfaced towards prefabricated housing because of substandard building materials used and poor workmanship.
A staggering 1 million of these homes were built during the 20th century and more than half a century on, many are still standing despite no foundations. A few are listed while others have been demolished.
Today people remember the shabby mobile classrooms as in, bitter cold in winter and like an oven in summer. Therefore, memories have rendered the concept of prefabricated houses an unattractive idea. Talk about the term prefabricated housing to an architect, and their eyes will beam with visions of fascinating contemporary homes. However, talk to the ordinary person on the street and people immediately think that we are going down the same path, a pretty hard image to shake off. The very factors that are presented as positive advantages of prefabricated homes became liabilities in the eyes of homeowners who wanted a durable appreciating asset.
An example can be found by looking at the prefabricated houses on Catford estate built by German and Italian prisoners of war in 1946.
‘They were not built to last and need regular maintenance. They are just large sheds really and taking up a lot of space. They should really be demolished.’ (Drake 2008)
Over the ten years, Lewisham Council has tried to develop the site many times and a review found none of the dwellings met Decent Homes Standard.
So why do more and more developers choose prefabricated construction?
First and foremost – Speed. “It may take a bit longer in terms of design, preparation and planning but site based activities are taking up to 30% less time and allowing homes to reach the market sooner. Other reasons cited include, in order of preference:

Bridge House (Example)
Croydon Vision 2020 is a regeneration programme by the London Borough of Croydon for the centre of Croydon in South London. The Old Town Masterplan focused on the area between the High Street and Roman Way, one of the oldest areas of Croydon.
Formerly the site of a telephone exchange, Bridge House is a £20 million development that has provided 27 private and 48 affordable apartments, above ground and mezzanine retail spaces.
The block wraps around an existing multi-storey car park and offers the opportunity for cafs and shops to open onto the new square. A mix of green and brown roofs, to support biodiversity, form part of a series of environmental measures and the scheme is to be of modular construction.
The Croydon chose the modular approach principally because of the speed of construction offered. The project began on site in the spring of 2006 and the 75 flats were stated to have been erected in approximately 26 days, vastly outperforming the time taken by traditional construction.
